William "Bill" Foy
Board Chairman
With more than 30 years of experience in the information and communications technology industry, Bill brings extensive expertise in telecommunications infrastructure, low-voltage systems, data centers, physical security, and smart building technologies across government, healthcare, hospitality, commercial, and other complex environments throughout the United States. As a telecommunications engineer, consultant, and business owner, he combines technical expertise with experience in strategy, budgeting, emerging technologies, and infrastructure planning, bringing a practical, forward-looking perspective to his leadership as BICSI Board Chairman.
David M. Richards
Immediate Past Board President
With more than 37 years in ICT, Dave brings expertise in quality assurance, training, curriculum development, installation, operations and product management, with a career-long commitment to workforce capability and technical excellence. A longtime BICSI volunteer, instructor and industry advocate, he has helped shape credentialing, education, technical publications and global skills initiatives, including the BICSI Cabling Skills Challenge. His institutional knowledge, international engagement and practitioner perspective support his leadership as Board Vice-Chair and Immediate Past President.
Luke Clawson
Board Secretary
With more than 24 years of experience in the electrical and low-voltage contracting industry, Luke brings a broad leadership perspective shaped by his progression from apprentice to principal, with responsibility for strategic and operational oversight of a Las Vegas-based firm employing approximately 150 professionals. Since acquiring the company in 2022, Luke has focused on organizational performance, workforce development, and sustainable growth, bringing practical industry insight and executive leadership to Board service within the international professional community.
James "Jim" Walters
Board Treasurer
Jim Walters, RCDD, RTPM, OSP, DCDC, PMP, CISSP, is a construction manager for Meta, helping lead delivery of the largest single-campus data center project in the United States, a next-generation facility designed for 5 gigawatts of compute capacity supporting Meta’s AI and cloud platforms. Previously, he served as director of telecommunications, electronic, and cyber security for Mason & Hanger®, a Day & Zimmermann company, leading the design of secure federal facilities. His U.S. Army Corps of Engineers career included leadership roles in cyber security, ICT, operational technology and facility-related control systems, supporting major projects critical to national infrastructure. He brings decades of federal, mission-critical and hyperscale experience to AI-ready data center construction, bridging ICT, OT, cybersecurity and large-scale program leadership.
William "Joe" Fallon
Board Director – Director of Security and Construction Services, Faith Group, LLC
With more than 30 years of experience in electronic safety and security, technology infrastructure, and program leadership, Joe brings extensive expertise in developing and delivering complex security solutions across aviation, federal, healthcare, commercial, and other mission-critical environments. A U.S. Marine Corps veteran and credentialed security and ICT professional, he has led multidisciplinary teams, large-scale programs, and strategic initiatives encompassing security planning, technology integration, operational improvement, and workforce development, bringing a disciplined and forward-looking perspective to Board service.
Daniel Hunter
Board Director – Wired Engineering, Owner
Daniel Hunter is the managing partner of Wired Engineering and a licensed Professional Engineer (PE) and RCDD with more than 20 years of experience in the ICT industry. His experience includes the design and delivery of technology infrastructure for complex entertainment, hospitality, commercial, healthcare, and government environments. A former Disney Imagineer, Daniel brings both an engineering and business leadership perspective to the BICSI Board. He is passionate about advancing the ICT profession, developing the next generation of industry professionals, and strengthening the role of ICT within the broader engineering and construction industries.
Miguelangel Ochoa Briceno
Board Director – CEO, ITTERA
Miguelangel earned his degree in electronic engineering in 2003. He is an RCDD and a BICSI Certified Trainer with 23 years of experience in ICT system design and integration. He is the CEO of ITTERA, a multinational system integrator in Latin America. He is the managing director of the BICSI CALA Affiliate and has served on the BICSI Board of Directors since 2026.
Richard "Shane" Ritter
Board Director – Engineering Manager, Tetra Tech
With more than 35 years of leadership experience in electrical and communications engineering, Shane brings deep technical expertise across commercial, federal, industrial, and institutional environments, supported by a Ph.D. in electrical engineering and professional licensure in more than 40 states. An accomplished engineering executive, educator, published author, and credentialed ICT professional, he has led multidisciplinary teams, academic programs, and complex design organizations while also contributing extensive Board and international service experience, bringing a highly technical, strategic, and governance-focused perspective to Board service.
Gilbert Romo
Board Director – Chief Revenue Officer, Instrata
With 38 years of experience in the communications and ICT industry, Gilbert Romo is an accomplished business leader who is passionate about building genuine relationships, developing people, and creating strategies that drive sustainable growth. Throughout his career, Gilbert has built a reputation for bringing customers, partners, and teams together to solve challenges, create opportunities, and achieve shared success. His leadership philosophy is grounded in integrity, collaboration, continuous learning, and helping others achieve their greatest potential, all values that align closely with BICSI and its commitment to advancing the ICT profession. Gilbert remains energized by the relationships he has built throughout his career and the opportunity to give back, mentor others, and contribute to the continued advancement of the industry.
